Divers travel from around the world to swim the Blue Heron Bridge. Riviera Beach is now reviewing a 25-story tower proposed for the land next to it, and the petition to stop it has passed 28,000 signatures. If you live on Singer Island, the reef is a short drive from home. That still doesn't make it easy to use in November.
The trail at Phil Foster Park is open from sunrise to sunset. It is also at its best for a short stretch around high slack tide. Days are getting shorter, and the daylight high tide keeps moving later, so in some weeks the two windows barely line up. To plan a winter snorkel at the bridge, start with the tide table and pick the day from there.
The High Tide Moves About an Hour a Day
Two local dive shops say to plan around high tide, but they describe the window differently. Pura Vida Divers says to get in about 30 minutes before high slack, when clearer Atlantic water fills the lagoon. Outside slack, it says, the current gets strong and the water gets murkier near low tide. Force-E uses a wider window of about an hour before to an hour after the predicted high. Take the wider window as a rough guide. It doesn't promise slack water.
The shift shows up clearly in Force-E's 2026 Blue Heron Bridge high tide table. Look at the first week of each winter month:
| Date | Listed high tide(s) |
|---|---|
| Sun., Nov. 1 | 1:17 PM |
| Mon., Nov. 2 | 2:22 PM |
| Tue., Nov. 3 | 3:26 PM |
| Wed., Nov. 4 | 4:23 PM |
| Thu., Nov. 5 | 5:15 PM |
| Fri., Nov. 6 | 5:51 AM and 6:01 PM |
| Sat., Nov. 7 | 6:37 AM and 6:44 PM |
| Tue., Dec. 1 | 1:55 PM |
| Fri., Dec. 4 | 4:45 PM |
| Sat., Dec. 5 | 11:41 AM and 5:33 PM |
| Sun., Dec. 6 | 6:17 AM and 6:18 PM |
| Mon., Dec. 7 | 7:00 AM and 7:00 PM |
The table shows a pattern. Early in each month, the afternoon high moves about an hour later each day, from early afternoon toward dusk. Then the schedule resets, and the chart soon lists two highs a day, one near dawn and one in the early evening. December briefly shows a late-morning high on Dec. 5 before that switch. The clocks fall back on Nov. 1, so by the end of that first week the evening high comes after dark and the morning high is close to sunrise. On a few days in each cycle, a lunchtime high gives you a full daylight window. On others, your only daylight choice is a very early start.
Two cautions about the chart. The printed table doesn't say whether its times were adjusted for the time change. And it's a dive shop's planning tool. NOAA's official predictions for the Port of West Palm Beach station, 8722588, are the government source to check against. NOAA notes that its predictions reflect the information available when you request them. Pura Vida also links a free 2026 bridge chart.
Diving Hours Follow the Sun
The tide is one limit. Palm Beach County's park hours are the other. The Phil Foster Memorial Park page lists the beach as open sunrise to sunset. Diving is allowed during the same hours, outside the guarded swimming area. Anyone in the park after hours who isn't launching or pulling out a boat is treated as trespassing.
Night diving is where sources differ. The county page covers group night dives through its Dive Instruction Permit program for instructors. Force-E's tide table says night divers need a parking permit on display after sundown, must have their own dive light and a lit flag, and must be out of the lot by 10 pm. If you're considering an evening high in December, call the county's dive permit line at 561-966-6633 before you go. Don't rely on what you heard from other divers.
Cold Fronts Can Cancel a Good Tide
A good tide doesn't guarantee good conditions. According to Force-E's winter diving guide, cold fronts usually start arriving around November. Storms can cloud the water, and it tends to clear after a few calm days. So the best winter day at the bridge has two things going for it: a midday high tide and two or three calm days before it. Fronts don't follow the tide calendar, so you may wait a while for both.
The same guide puts winter water temperature around 74°F on average, usually 72 to 76°F from December through February. It suggests thermal protection, with wetsuit thickness depending on how much cold you can handle. The guide also describes the cooler months as a good season for small animals in shallow water: seahorses, nudibranchs, jawfish and young octopus. Manatees, spotted eagle rays and nurse sharks also show up at times. Pura Vida's list for the site includes frogfish, batfish, flying gurnards, stargazers and pipefish.
The trail is shallow. The county describes about two acres of limestone boulders and prefabricated reef modules in 6 to 10 feet of water, built from 600 tons of rock. Pura Vida puts it at 800 feet long and says it opened in August 2012. The animals live in that shallow, sheltered water, and that's why the tide matters so much.
When Everyone Shows Up for the Same Tide
The county lists 206 regular parking spaces at Phil Foster, plus 127 spaces reserved for vehicles with boat trailers. Cars without a trailer can't park in the trailer spaces. When the lot fills up, enforcement staff close the entrance and send drivers somewhere else. You can't wait in line at the gate, and the county page lists no overflow lot. Force-E describes regular parking as free. Boat trailers need a $15 daily permit.
A midday high on a weekend is the time most people want, and it's also when the lot is most likely to close. To plan a tide day:
- Find a midday high on NOAA's station 8722588 tables or a 2026 bridge chart.
- Check the forecast for the days before, and skip the day if a front just came through.
- Arrive well ahead of Pura Vida's 30-minutes-before-slack entry time, so a full lot doesn't cost you the window.
- Bring a dive flag. Under the state's divers-down rules on the FWC boating regulations page, the divers-down symbol on a device shown in the water must be at least 12 by 12 inches, and the device must stay unfurled. In an inlet or navigation channel, divers must make a reasonable effort to stay within 100 feet of it. This is general information, not legal advice, so check the FWC page for the rules that apply to you.
- Leave the balloons and the bucket at home. The county bans balloons at the park to protect sea turtles. It also bans harvesting or possessing tropical fish or ornamental marine plants in the park's waters.
If you're bringing children, the playground is closed until further notice while the county prepares new playground facilities. The page gives no reopening date.
Gear and Guides on Blue Heron Boulevard
Three operators near the bridge rent gear or guide snorkelers, and their prices are published:
- Force-E Riviera Beach, 155 East Blue Heron Blvd. Mask, fins and snorkel rent for $29, a flag-and-float for $12 and a wetsuit for $30. The shop also gives out a free map of the bridge and can connect you with local guides.
- Blue Heron Bridge Hotel & Dive Club. A guided snorkel is $65, private guided snorkels start at $150, and mask, snorkel and fins rent for $25.
- Pura Vida Divers. A one-hour shore-entry snorkel tour of the bridge includes mask, fins and snorkel, with vests and wetsuits available on request. Its page doesn't list a tour price.
A guide is especially useful in winter. Seahorses, frogfish and nudibranchs are well camouflaged, and on a short tide window, someone who knows where to look saves you time you don't have.
Why the Reef Is Before Riviera Beach
Opposition to the Singer Island Gateway proposal comes from the same people who know this trail best. The Continuum Company has proposed a 25-story condominium and marina on a vacant lot at one end of the bridge, WMNF reported in September. The station also reported that the Blue Heron Bridge Hotel and Dive Club had put up a sign opposing the project. The developer's environmental impact statement includes a finding by a Florida Atlantic University professor emeritus that the project would not affect the nearby marine environment. A divemaster WMNF interviewed challenged the statement's description of the area as less biodiverse, citing octopus, frogfish and spotted eagle rays she had seen there this summer. WMNF also reported that a Change.org petition had more than 28,000 signatures.
According to Floridian Development, the site covers just over three acres at 2401, 2405, 2425, 2429 and 2525 Lake Drive. WLRN reported that the proposal needs approval from the Planning and Zoning Board, the CRA and the City Council, and that neighbors opposing it formed ResponsibleGrowthRB.org. In August, the Town of Palm Beach Shores asked Riviera Beach to study how the project could affect Lake Drive, the town's main route in and out, as well as emergency access, water and sewer capacity, and the seagrass, coral and oysters around the trail, CBS12 reported.
The project wasn't on the Riviera Beach City Council agendas for Oct. 7 or Oct. 21. The city's meeting calendar is where any hearing date would be posted.
If you'd like to see the bridge from above the water this season, Sailfish Marina's second annual Boat Parade of the Greater Palm Beaches runs up the Intracoastal from Singer Island to North Palm Beach on Saturday, Dec. 12. It includes fireworks, Santa and a Little Smiles toy drive. The event page doesn't list a start time yet.
